In Chapter 12, Clemens discusses the ebb and flow of hope for arms control and improved US-North Korean relations during the Clinton presidency. Clemens reviews the joint North-South commitment to demilitarization. He also examines the pressures on the Clinton administration to act on an arms deal. Clemens concludes the chapter by discussing the International Atomic Energy Agency (IAEA) and the DPRK under the Agreed Framework and the United States’ move toward a Broad Accord in 2000, before the Bush administration took office.
