In chapter 17, Clemens spends much time comparing two “revolutionary pariahs”: Iran and North Korea. Clemens discusses how Iran and the Great Powers reached an Accord in 2014-2015. He also examines why a deal with Iran was more attainable than a deal with North Korea.
