As Holbrooke makes final preparation for proximity talks, he confronts Milosevic on the continuing Serbian paramilitary forces attacks in Bosnia. Republican and military opposition to US forces in Bosnia remains a serious concern to the administration. The legacy of Vietnam and Somalia affects senior US military and administration officials. The volunteer military allows US presidents to commit forces to operations like Bosnia with minimal cost to American civilians. This lack of civilian sacrifice in military deployments carries dangers to US security in the future.
