Since John M. Porter was included among those who had been captured, he was sent to Johnson's Island Prisoner of War Depot which was located in Sandusky Bay, Ohio. Porter was confined there since it was intended to accommodate only commissioned officers. This establishment stood on a forty-acre site on an island in Lake Erie so the prisoners were not able to escape easily and relief expeditions could not easily reach the site. Johnson's Island is able to hold about 2,500 prisoners at once but it had been able to hold 3,200 prisoners in January 1865. As he was held with Colonels Basil W. Duke and Richard Morgan and confined with John Hunt Morgan in Ohio State Penitentiary, Hines was able to fashion a tunnel through the ventilation system.
